House approves Bill allowing students to take exams with pending fees

The House of Representatives approved a bill allowing college students with unpaid tuition and other school fees to take examinations for justifiable reasons and compelling causes on its third and final reading, Monday, December 12, 2022.


House Bill 6348 allows college students who have unpaid financial obligations due to emergencies, force majeure, good cause, and other justifiable reasons are allowed to take the scheduled periodic examinations as long as the student provides a promissory note for the schedule settlement of the unpaid fees before the taking of the tests.


The same bill also permits school officials to withhold the issuance of appropriate clearance and transfer credentials for college students with unpaid financial liabilities and to deny their enrollment for the next semester or trimester until all previous delinquencies are paid in full.


Furthermore, higher education institutions (HEIs) should adopt appropriate policies to accommodate and permit these students.


The bill also requires CHED, in collaboration with the appropriate higher education stakeholders, to draft and finalize the measure's implementing rules and regulations within ninety days of the measure's effective date.
